Basic Functions
This opportunity resides within the Project Management Office (PMO) and will report to the Director of the PMO. The Portfolio, Program and Project (PPM) Practice Lead will assist the PMO Director in the development and maturation of the portfolio, program and project management practices within the PMO and across the entire Ramsey County enterprise.

The PMO is a relatively new department within the Information and Public Records (IPR) service team. Currently, the PMO is generally recognized as essential in the introduction, adoption, and sustenance of both strategic business- and technology-related initiatives across the county. While the PMO served a significant need for the county when it was first created, it's currently focused on the expansion of services to meet new needs while continuously improving the methodology and execution strategies associated with portfolio, program and project-related services.

The PMO is pleased to offer the following position, whereby the selected candidate will lead work direction for the PMO PPM team, including staff and consultants, ensuring quality and standards are maintained, adhered to, and outputs effectively reflect and fulfill the needs of the organization and relevant stakeholders.

Requirements: 

Responsibilities:
•Define, develop, and continually improve the standards, tools, techniques and associated artifacts of the enterprise PPM community of practice based upon best practices, including portfolio, program and project management. 
•Assist the PMO Director in recruitment of staff and consultant portfolio, program and project managers; support the onboarding of new consultants and other staff onto the team.
•Mentor and coach the PMO PPM team in the planning and execution of program/project plans and production of related deliverables; ensure alignment with wider project and program objectives.
•Assist with the resource forecast; estimate and evaluate the impact of incoming program/project-related requests.
•Act as a point of escalation for the PMO PPM team.
•Undertake the responsibilities of a portfolio, program or project manager when required.
•Function within a quality assurance role, ensuring programs and projects are well managed and adhere to defined standards and practices. Conduct peer reviews to ensure documentation and artifacts meet the required standards.
•Gather feedback from relevant stakeholders to evaluate consultant performance.
•Optimize the Planview PPM Pro application to support PPM practices and reporting.
•Provide reports on PMO PPM team utilization and portfolio, program and project-related performance metrics; continually improve metrics and measurements to accurately reflect PMO activities and performance.

Examples of work preformed:

1.Lead significant, complex technology implementation projects from initiation through deployment, managing all aspects of the project. 
2.Plan the course of action required to meet the project intent. Develop project plans, manage scope, deliver milestones, and ensure that all teams have the information needed to make informed decisions. 
3.Integrate people and other resources to carry out the project management plan for the project. Successfully manage and monitor progress to ensure project objectives are delivered on time and within budget, and business results are realized. 
4.Drive accountability for the accomplishment of deliverables, work packages and overall business solutions, including tracking of project progress and assessing project trade-offs across scope, timing, and resources. 
5.Serve as a vehicle for communication of project status across various stakeholders. 
6.Manage risks, issues, and cross-project dependencies; drive mitigation and contingency plans. Regularly measure and monitor project progress to identify variances from the plan and make any needed corrections. Solve business, technical, and execution problems through team work, negotiation and active follow through. 
7.Demonstrate technical comprehension and system knowledge as required to successfully design, capture, formalize, document, integrate, control, and advocate for project solutions. 
8.Demonstrate project work breakdown and schedule outlining critical path, work activities, milestones, deliverables, resource allocations, and dependencies that require definition including business analysis and fit/gap analysis. 
9.Assist with technology procurement processes including Request For Proposal (RFP) development, evaluation against requirements, and contract development. 
10.Responsible for budgeting, including estimates, forecasts, and actual-to-date. 
11.Plan and manage system test and user acceptance test planning for risk management, stakeholder management, communications, organizational change, deployment, and data migration. 
12.Responsible for planning and training, for complex transition plan for post-implementation support and operations escalation of issues. 
13.Act as lead on a regular basis; coordinate the work of staff, contractors and vendors to ensure that county IT projects are managed in a consistent manner.
